JIL Information Systems is a technical support contractor providing training and information management services to the FAA, other government departments, and to commercial air carriers worldwide.

Program Manager, Flight Operations Quality Assurance (FOQA) projects

Manages JIL's efforts in support of the FAA's FOQA program, including research and development, direct air carrier support, and coordination with international regulatory agencies. Leads projects providing directly contracted support to air carriers in designing Advanced Qualification Program (AQP) training systems and developing multimedia training applications and devices.

Delex Systems, Inc. 11/90 -2/96
Vienna, Virginia

Delex Systems is an established Washington, D.C. consulting firm providing technical and training support services to U.S. government and industry, and the governments of allied nations.

Program Manager, Commercial Aviation Training Systems

Established a new business area for Delex Systems in supporting commercial air carriers in the conversion to the FAA’s Advanced Qualification Program for aircrew training. Presently functions as program manager and lead analyst for total AQP system development for Alaska Airlines, Atlantic Coast Airlines, Emery Worldwide Airlines and Piedmont Airlines. Was specifically selected by the FAA to lead the design of the FAA’s Model AQP initiative, and led the team which completed the first regional airline AQP development (Atlantic Coast Airlines).

Senior Instructional Designer

Designed computer based instruction for ASW tactics as senior instructional designer for a multi-year aviation training development effort. This project provided helicopter antisubmarine warfare tactics training for a Pacific Rim customer. Personal responsibilities included full curriculum design and development oversight, including planning for flight and simulator training, and the development of computer based instruction for tactical decision-making.

WICAT Systems is a leading education and training technology firm specializing in computer-based instruction and serving a wide range of customers. Key markets include commercial aviation and public education.

Manager, Proposal Development 5/90 - 10/90

Developed and managed the development of technical and cost proposals for new training system development business nationwide. Led in customer needs analysis and in determining the resulting detailed technical approach. Established courseware development proposal formats, revised the corporate costing model for computer-based training development efforts, and functioned as a corporate representative in establishing teaming relationships. Reported in this role to the Vice President, Operations.

Project Control Officer 9-88 - 5/90

Developed long range plans, project costing and scheduling, and courseware production flow. This responsibility includes current operations and the acquisition of new business. Reported jointly to the Area Director and the Executive Vice President of the Training Division.

- Reversed a continuing schedule slip and stopped further operating losses on a million dollar courseware development contract by establishing a new production flow and production tracking system.

- Secured new business yielding $2.6 million by developing and verifying detailed cost and schedule models for computer-based courseware production, and establishing new operating methods which eliminated potential delays in customer-furnished resources.

- Established a new area of customer service by formalizing a project planning process for internal use on a company-wide basis, and later packaging this service for provision to customers.

Senior Instructional Designer, Boeing 767 Maintenance Training Development 6/88-10/88

Carried out initial analysis and developed the prototype lesson for a joint Boeing/Scandinavian Airlines Systems maintenance training development effort for the Boeing 767 aircraft. This effort established the program, and the prototype lesson was adopted as a standard for interactive instructional media for maintenance training at a meeting of the International Airline Transport Association maintenance training subcommittee held in Atlanta in 1988.

Manager, Courseware Development 5/87 - 10/88

Established and operated an independent field office for development of computer-based courseware. Functioned as an internal consultant for Eastern Region project planning and new business development.

- Established the new office on a paying basis within 4 months through a paced approach to staff training and production
flow.
- Broadened area operations from a single customer by increasing visibility in the local market and by securing new business from other regions.

- Managed an expansion of 50% over 12 months while maintaining targeted schedules and margins.

The Singer Company, Link Division 6/85 - 4/87
Binghamton N.Y.

The Link Flight Simulation Division is the oldest supplier of ground-based flight training technology. Their customer base includes virtually every major world airline and aircraft manufacturer, and the armed services of the U.S. and allied nations.

Manager, Training Systems Design 6/85 4/87

Performed and managed the detailed analysis of training requirements for flight simulator design, and for the design of total training systems incorporating this technology. Supported the integration of new technology through a research and development program for computer-based training. Reported to the Director of Advanced Programs.

- Established methods and techniques of requirements analysis and data-based design that allowed Link's expansion into the total training system market.

- Established key elements of the program concept, selected and secured computer-based training technology, and led in the development of related sections for a winning proposal for the USAF C-130 Training System contract, valued at over $400 million.

- Led the subcontractor support team for training technology for General Dynamics' winning proposal for a study of requirements for the U.S.A.F. Reconnaissance-Attack-Fighter Training System (RAFTS).

American Airlines Training Corporation 5/80 - 6/85
Fort Worth, TX

American Airlines Training Corporation (AATC) was a wholly-owned subsidiary of AMR, Inc, the parent corporation of American Airlines. It was established to develop and market the Airline's training technology to government and private sector customers. The first full-range training technology firm, AATC pioneered the U.S.A.F. total training system concept with the highly successful KC-10 Training System. This subsidiary was sold to McDonnell Douglas in 1986.

Manager, Training Systems Analysis and Design 3/83 6/85

Managed all front end training analysis and design tasks for major training systems. Reported to the Vice President, Training Operations, and held joint appointments to AATC's Strategic Planning Committee, and to the Training Coordination Committee of the parent company.

- Implemented a methodology for training requirements analysis that yielded a four-fold increase in efficiency.

- Provided requirements analysis for multi-company team bidding for the NASA Space Transportation System Operations Contract (STSOC)

- Led the team that achieved the first OEM-supported integration of the Panasonic Optical Memory Disk Recorder and the WICAT computer-based training system.

Senior Analyst 5/80 3/83

Performed front end analysis tasks for training system design and development. Provided analytical services for ongoing training programs and for the development of new business.

- Developed a task analysis system and database permitting full correspondence between job tasks, training objectives, and training media characteristics.

- Led the development of two winning proposals for simulation hardware and for training research and development. Contract value of these programs totaled over $8.0 M.

- Developed an automated mathematical model for training system requirements analysis.

- Designed and supervised research in media design and training transfer for KC 10 air refueling training in the flight simulator.

- Designed and managed a field evaluation of AATC's Professional Pilot Training Program, an ab initio training system in cooperation with the University of Texas at Arlington. Identified cost-driving variables and designed revised procedures that reversed losses and placed program on a break-even basis over five months.

- Led in instructional design for AATC's Professional Pilot Training Program. After implementation of the program, was reassigned as Operations Manager to help correct schedule and resource problems. Established a revised student scheduling system, helped to amend program policy on student attendance, and developed an aircraft availability tracking system.

Courseware, Inc. is a pioneering firm in the application of the Instructional Systems Development (ISD) model to government and private sector technical training.

Instructional Technologist 7/77 - 5/80

Designed and developed instructional materials in a variety of media for U.S. Air Force and Navy aircrew training programs. Contributed training materials and analysis data to five aircraft systems and several consulting projects.

- Managed courseware production as assistant project director for the development of courseware for the F 16 training system.

- Authored portions of NEDTRA 10003, a course in authoring instructional materials for U.S. Navy course developers.

- Led a team of U.S. Navy subject matter experts in the analysis of training requirements and the development of courseware for SH 2F (LAMPS) integrated anti submarine warfare tactics.

- Authored and produced a variety of audio visual training segments for F 4 and F 15 aircrew members dealing with aircraft systems and weapons employment.
