The Annual Meeting of the West Beach Road Association (WBRA) was held on March 29, 2003 at Whidbey General Hospital (Room "A"), Coupeville, Washington. The meeting was called to order by President Jim Patton at 10:03AM.
The following WBRA members were present:
A quorum of the WBRA members was either present or represented by written Proxy to allow for voting on any Motions made.
Reading of the Minutes. There was no objection to waive the reading of the Minutes of the Mid-Year Meeting of October 26, 2002. The Minutes were approved as written.

Jim's overview is that there are no major issues facing the WBRA at this time, and he offered thanks to all who have helped him over the past several years.
Jim recognized all of the hundreds of hours of effort by Dan Cuccia in helping to maintain the quality of our water system. No water system concerns were expressed.
Jim Patton is also a member of the Water Resource Advisory Committee as well as the Environmental Health Advisory Team. He reminded the WBRA that rainfall, in general, has been below normal, and that increases the risk of salt water intrusion into our community's water system. Reasonable water conservation practices are urged for all community members. Jim will provide updates relating to our well supply as they become available to him through his work in these organizations.
The WBRA roads were repaired in 2002 within the allocated budget. Rudy Deck has investigated the possibility and cost for removing the sand and weeds accumulating at the road's edges and recommends against spending approximately $1400 for this purpose at this time. A Motion was made by Bill Hawkins and Seconded by Wendy Patton to charge the Board of Directors with developing a longer term (5 - 10 years) maintenance plan for those roadways within the WBRA, recommending how any monies required would be raised, and reporting back to the membership at the Mid-Year Meeting. This Motion was approved by majority vote.
A Motion was made by Bill Hawkins and Seconded by John Williams that Rudy Deck obtains an estimate to re-spread the gravel on the WBRA's existing gravel roads. The gravel has been pushed off to the sides by normal road traffic and needs to be maintained. This motion was approved by majority vote.
Georgia's overview is that this has been a financially stable year. The current rate/gallon being charged for water service is sufficient to cover normal expenses and also to provide a preplanned reserve to pay for anticipated repairs and equipment replacements. Over the years, the WBRA (a non-profit organization) has been able to maintain the same approximate level of total funds, with reasonable surpluses in each WBRA fund (Water, Road, General). A motion by Bill Hawkins and seconded by Nancy Fey to accept the treasurer's report was approved.
A Report copy is available upon request from the Secretary.
The Secretary proposed to the members that approximately $100 to $150 per year could be saved in copying and postage expenses by use of e-mail where possible. The members agreed and a listing of e-mail addresses is being compiled and will be used where possible. Correspondence will be sent to members via "blind copy", so that individual e-mail addresses will not be shared to all members. U.S. Mail will be used where e-mail cannot. Members who have not already done so should provide their e-mail address to the Secretary
The ACC proposed the following definition for "Debris" for eventual incorporation into the ACC Procedures:
Also, Bill Hawkins agreed to review this proposal from a legal point of view. The ACC will report back to the WBRA with a final proposal at the Mid-Year Meeting.
The bus shelter at Deseret Drive and West Beach Road is in need of repair. This structure was privately constructed by Rich Dolan and is situated on County right of way property and is therefore not WBRA property. The Secretary will contact Rich Dolan and seek out his desired disposition of his structure. A Motion was made by Nancy Fey and Seconded by Pam Maier that the Board of Directors address this issue and report back to the WBRA with a recommendation (if any) at the Mid-Year Meeting. This Motion was approved by majority vote.
