Minutes of Annual Meeting - April 16, 2005

Call to Order.

The Annual Meeting of the West Beach Road Association (WBRA) was held on April 16, 2005 at Whidbey General Hospital (Room "B"), Coupeville, Washington. The meeting was called to order by President Jim Patton at 12:05 P.M.

Quorum Count

A quorum of the WBRA members was either present or represented by written Proxy to allow for voting on any Motions made.

Reading of the Minutes. There was no objection to waive the reading of the Minutes of the Mid-Year Meeting of October 2, 2004. The Minutes were approved as written.

President's Report (Jim Patton)

The status of the unoccupied pole building on the Darst property remains unchanged pending any outcome of private litigation between two parties now underway. Renewed interest by the Darst's to demolish the building has been referred to the Association's attorney for liaison with the Darst's attorney to assure that the Darst's comply with existing court orders, debris are properly removed, any attorney's fees will be borne by the Darst's, and that the Association be held harmless as the result of any actions undertaken by the Darst's.

Island transit reports that the bus shelter promised for installation at Deseret Dr and West Beach Rd is still in the works.

The second, older outbuilding on the Maier property will be removed pending repairs to their new outbuilding. (This older building has since been relocated to the Dragoo property).

The Association's new web site is working very well. It is a convenient way to communicate information to most members, and saves the Association money normally associated with copying and mailing costs. Thanks again to Robert Elphick !

John's Light Tractor service has been contacted to conduct routine maintenance on the graveled road surfaces within the Association. Work will begin depending on weather.

All of the Association members' 2005 dues and road assessments are paid in full. The 3 families on American Way have also contributed their voluntary share towards road maintenance.

The Association members thank Jim for all of the work he has put into conducting the business of the Association during his tenure as President !

Treasurer's Report (Paty Williams)

Paty’s Paty's overview is that 2004 has been a financially stable year. Over the years, the WBRA (a non-profit organization) has been able to maintain the same approximate level of total funds, with reasonable surpluses in each WBRA fund Water: ($1675), Road ($1179), General Checking ($2970) and Savings ($1742).

A vote to renew the Association members' annual dues at $50/year was unanimously approved. Move - Rudy Deck Second - Bill Thurman

In 2005, the Road fund has already been increased by $5,550 as the result of earlier agreed to road maintenance assessments. This money, along with the 2006 road assessment revenue, will be placed in a longer term CD as appropriate at that time.

The Treasurer's Report and the operating budget for 2005 were approved by unanimous vote.

Water Manager's Report (Jim Patton)

The cleanout of the water storage tank is scheduled for April 28, 2005. Residents will be reminded of that event to plan for limited water availability on that date.

The $846 expense incurred when a water pump burned out as the result of a power surge was recovered by Jim from Locating Services Ltd of Lynwood. Jim persevered and was able to prove it was their faulty work during West Beach Road construction as the cause.

The high point air bleed valve in our water distribution system was discovered to have been covered and crushed by a large rock for the past 10 years. This valve was refurbished and an aboveground, three foot high standpipe was attached to it according to Code.

The effectiveness of the four Mac-Clean filters in our water system is being carefully monitored. The cost for adding sacrificial media twice a year is in the budget for 2005. Jim will determine whether the two oldest filters should be replaced (estimated cost : $2400 each) or only rebedded (estimated cost : $1200 each) and make a recommendation to the Board/Water Commissioners prior to the mid-year meeting

Earlier this year, there was a Òfalse positiveÓ coliform test result in our water system. Four subsequent samples all tested ÒnegativeÓ. No further action is planned.

A failed septic drain field in the vicinity of the Association's water well was reported to the Island County Health Department. Corrective action is mandated to correct this problem.

All but 2 residents have complied with a State requirement to complete their Cross Connection report forms. Letters will be mailed to these residents formalizing their non-compliance. King Water Management is in the process of reviewing the forms that have been completed and submitted by the remaining residents. King will recommend next steps based on their review.

The Water Resources Advisory Committee (WRAC) is developing a comprehensive ground water management plan for Island County. Salt water intrusion looms as a potential major problem for our water system. Excellent WRAC papers explaining salt water intrusion and ground water recharge are available as links on our Association's web site or directly from Jim. Jim is also continuing his participation in the Whidbey Island Water Systems Association, to learn from and share information about our local water systems.

Recognition of all of Jim's work and effort to the Association for being able to provide a continued supply of good water to the residents was soundly acknowledged.

New Business

Bill Van Zytveld advised the members of his intent to construct a recreational fire pit and gazebo on his property. He will submit the plans to the Architectural Control Committee as is appropriate for their review.

Lee Darst asked what animals are allowed to be kept on properties within the Association. She was referred to Article XV, Section 7 of the Association's CC&Rs.
