Minutes of Mid-year Meeting
October 13, 2007

Call to Order.

The Mid-year Meeting of the West Beach Road Association (WBRA) was held on October 13, 2007, at Whidbey General Hospital (Board Room), Coupeville, Washington. The meeting was called to order by President Rudy Deck at 12:07 p.m.

Quorum Count

There was not a quorum of the WBRA members either present or represented by proxy therefore no policy votes were taken during the meeting.

Reading of the Minutes of the 2007 Midyear Meeting

A motion to waive the reading of the minutes was made by Robert Elphick. The motion was seconded by William Van Zytveld and approved unanimously. The acceptance of these minutes was tabled until the next meeting.

President's Report (Rudy Deck)

An update on the present disposition of the Darst-Chu property at 1004 Seacliff Lane was given by the President. Mr. Darst is preparing a planting of some nature as demonstrated by recent activities on the property. Wendy Patton checked with the County and the back taxes have been paid.

Treasurer's Report (Bill Thurman)

The President announced Bill Thurman, the current Treasurer, is not able to continue in this capacity as he is involved in a consulting contract requiring a great deal of travel. The President will e-mail the membership seeking a volunteer.

The Treasurer's Mid-Year Report is attached as part of the minutes reflecting the current balances in the West Beach Association banking accounts. Expenses are within projections except for the Water System. No other expenses were received since the Annual Meeting. A report by Jim Patton on the expenses involved in the recent water problems follows and is attached as part of the minutes.

Water Manager's Report: (Jim Patton)

The reason for the E-coli findings in the water system has not been identified. There is much speculation of the cause such as the cattle grazing across the road or the problem of taking water samples from an outside faucet. Taking tests from an inside faucet within the home of members presents scheduling difficulties. It was suggested an outside pedestal for the purpose of taking water samples could alleviate the scheduling issue. The cost is approximately $700.00-$1,000.00. This may be an expense for next year's budget. A complete financial breakdown of the expenses incurred and the anticipated revenues generated by the water system is included in Mr. Patton's memorandum.

Mr. Patton announced he is seeking a replacement as water manager as his job with the Port Authority is requiring more and more time. It was suggested rather than one person assuming the total responsibility of managing the water system for the Association that a committee approach would address the responsibilities in a more equitable fashion. Robert Elphick volunteered to assume the administrative functions, if other members would volunteer to assist with the physical aspects of the job. Mr. Deck volunteered to assist with the management as well as talk to Jim Alley about helping to monitor the water system. Mr. Deck will e-mail the membership for other volunteers.

Road Manager's Report:

No formal report submitted; however, it was noted there is approximately $15,000 in the road fund.

Architectural Control Committee:

No report was submitted. Mike and Jenny Nunn are planning an addition to their home. Shelli and Brad Trumbull are planning an addition to their detached garage. Both projects have apparently been approved by the ACC.

William Van Zytveld moved that the meeting be adjourned, Robert Elphick seconded the motion. The meeting was adjourned at 1:10 p.m.
