Minutes of the Annual Meeting

Present were President Robert Elphick, Rudy Deck (Proxies for Nunn & Niiro), Bill Hamburg (Proxy for VanZytveld), Wendy & Jim Patton (Proxies for Hawkins and Graham), Patty Johnson, Clare Kruse, Patricia Finnigan, and Leah Oman. This constituted a quorum (13/23) of the WBRA members.

The meeting was called to order by President Robert Elphick at 12:05 p.m..

A Motion was made by Wendy Patton, and Seconded by Particia Finnigan, to waive reading the Minutes of the 12/12/15 Annual Meeting and 1/9/16 Special Meeting and to approve those Minutes. Approved unanimously

President's Report

Robert Elphick noted that he had developed a spreadsheet programs to assist the Treasurer.

Treasurer's Report

Wendy Patton reported all Members' 2016 dues and assessments are paid in full. Two members still owe for their last water quarterly billing. All outstanding bills are paid.

The proposed 2017 Budget was not presented until later in the meeting after the water and road repors.

Water Manager's Report:

Jim Patton reported that the WBRA sold about 1.2 million gallons of water to its members in 2016. He calculated that the 4 year average cost/year to operate the water system is $9,470. Revenue from water sales (approx $ 8,580) is less than the costs ($10,490) of delivering that water (electricity, insurance, King Water fees). Projected 2017 water sales and expenses lead to a proposed rate increase to $0.0086/gallon for 2017. (The last rate increase to $0.0084/gallon was 3 years ago.)

The Water Capitalization fund is at a low level because in 2015/2016 the water filtration system and well pump needed to be replaced. In 2017, a portion of the lower wall on the pumphouse needs to be replaced ($600), and two dedicated water sampling taps need to be installed ($1,200). While the various components of the water system are in "good" condition, some are progressing in age. An increase in the quarterly Water Capitalization assessement from $50 to $75/quarter is recommended to rebuild this fund.

The President and the members once again praised Jim Patton for his dedication towards the management of our community's critical water system!

Road Committee Report:

Robert Elphick reported that while the road repaving has now been completed and ongoing gravel road work is needed, long-term maintenance of both road surfaces is the responsibility of the WBRA members. To accumulate the funds for both repaving expected in 20 - 25 years, and to provide for ongoing gravel road maintenance, an ongoing assessment of $150/year was proposed. This replaces the $250 Road Fund assessment that had been previously approved through 2017.

Clare Kruse has volunteered to be appointed as the new Road Manager.

Architectural Control Committee Report:

Three requests in 2016 were reviewed by the ACC and approved by the Board:

  • Kruses' garage building
  • Niiros' fence
  • Oman’s addition to their home

Webmaster's Report:

Robert Elphick reminded members that the WBRA website is donated to the WBRA at no cost to the WBRA, and invites any updates and additions desired. New members were reminded about how to access the password protected website.

Members must keep their WBRA contact information (email address, mailing address, and phone numbers) current with the Secretary (CC&Rs Article III, Section 3), who will forward this information to the webmaster.

2017 Budget Approval:

A Motion was made by Rudy Deck and Seconded by Leah Oman to renew the Annual Dues at $100/year, payable by 1/31/17. Approved unanimously

A Motion was made by Rudy Deck and Seconded by Leah Oman to increase the water rate to $0.0086/gallon effective with the12/31/16 billing. Approved unanimously

A Motion was made by Rudy Deck and Seconded by Wendy Patton to increase the Water Capitalization Fund assessment to $75/quarter effective with the 12/31/16, billed by King Water each quarter. Approved unanimously

A Motion was made by Rudy Deck and Seconded by Wendy Patton to institute an ongoing $150/year Road Fund Assessment covering both paved and gravel roads maintenance payable by January 31 of each year starting in 2017. This replaces the $250 assessment payable by 1/31/17 that had been previously approved by the members. Approved unanimously.

A Motion was made by Rudy Deck and seconded by Bill Hamburg to approve the revised 2017 budget. Approved unanimously.

The 2017 budget reflecting the outcomes in this meeting is available from the Treasurer.

Note: the $25/quarter Water Cap increase is offset by the $100/year Road Fund decrease.

Elections:

With only one candidate for each available elective office, a Motion was made by Bill Hamburg and Seconded by Patty Johnson for the elections of:
