Minutes of the Annual Meeting
November 18, 2017

The Annual Meeting of the West Beach Road Association was held at the Sno-Isle Library Community Room, Coupeville, WA 98239.

Present were President Robert & Margaret Elphick (Proxy for Nunn), Rudy Deck (Proxy for Kruse), Bill Hamburg (Proxy for Van Zytveld), Wendy & Jim Patton , Patty Johnson, Patricia Finnigan, Bill Hawkins, Brian Hunt, Trent Oman, and Cathy & Cedric Niiro. This constituted a quorum (13/23) of the WBRA members.

The meeting was called to order by President Robert Elphick at 12:05 p.m..

A Motion was made by Wendy Patton, and Seconded by Bill Hawkins to waive reading the Minutes of the 12/3/16 Annual Meeting and to approve those Minutes. Approved unanimously

President's Report

Robert Elphick noted that the Association’s roads and water system are in good shape. No additional reports.

Treasurer's Report

Wendy Patton reported all Members’ 2017 dues and assessments are paid in full.
Two members still owe for their last water quarterly billing.
All outstanding bills are paid.

No undue expenses are anticipated. A 2018 Budget was proposed. The final 2018 Budget will be developed and voted upon after all budget items are discussed during this meeting.

Water Manager's Report:

Jim Patton Jim presented a detailed slide show on the status of the water system operations.

King Water will increase their service charge for the first time in 4 years by $17/month to $20/month. Additionally, the water billing fee will increase by $4/mo to $45/mo.

King Water found a leak at Bush’s meter - fixed and charged to the Water Cap fund.

Work continues to further reduce the Mn level in the water by adding a flow control valve to reduce the backwash rate.

No large recapitalization expenses are anticipated in the next 5 years.

The water storage tank and distribution lines will be cleaned by King water on 12/6/17.

The President and the members once again praised Jim Patton for his dedication towards the management of our community’s critical water system!!

Road Committee Report:

Robert Elphick reported that while the road repaving has now been completed and ongoing gravel road work is needed, long-term maintenance of both road surfaces is the responsibility of the WBRA members. To accumulate the funds for both repaving expected in 20 - 25 years, and to provide for ongoing gravel road maintenance, an ongoing assessment of $150/year was proposed. This replaces the $250 Road Fund assessment that had been previously approved through 2017.

Clare Kruse has volunteered to be appointed as the new Road Manager.

Architectural Control Committee Report:

Three requests in 2017 were reviewed by the ACC and approved by the Board:

  • Enclosure of deck on one of the Niiro buildingd
  • McDonough's fence

Webmaster's Report:

Robert Elphick reminded members that the WBRA website is donated to the WBRA at no cost to the WBRA, and invites any updates and additions desired. New members were reminded about how to access the password protected website at www.whidbey.com/wbra.

Members must keep their WBRA contact information (email address, mailing address, and phone numbers) current with the Secretary (CC&Rs Article III, Section 3), who will forward this information to the webmaster.

2018 Budget Approval:

A Motion was made by Bill Hamburg and Seconded by Jim Patton to renew the Annual Dues at $100/year, payable by 1/31/18. Approved unanimously

A Motion was made by Jim Patton and Seconded by Bill Hamburg to increase the water rate to $0.0088/gallon effective 1/1/18, with the first new rate billing on 3/31/18. Approved unanimously

The Water Capitalization Fund assessment to $75/quarter which was effective with the 12/31/16, billed by King Water each quarter was not changed.

The ongoing $150/year Road Fund Assessment covering both paved and gravel roads maintenance payable by January 31 of each year starting in 2017 was not changed

A Motion was made by Bill Hawkins and seconded by Bill Hamburg to approve the revised 2018 budget. Approved unanimously.

The 2018 budget reflecting the outcomes in this meeting is available from the Treasurer.

Revision to CC&R's:

Article XII Section 1 Dues, Assessments, and Liens
Changed to “shall bear interest at the rate of 1 percent per annum (1 percent per month) compounded annually, thereafter paid in full” to be consistent with Washington State Law RCW 19.52.010.

Article XV Section 14 Fences
Include metal as an approved fencing material

Moved Bill Hamburg, seconded Bill Hawkins. Both approved unanimously

Elections:

With only one candidate for each available elective office, a motion was made by Bill Hawkins and seconded by Cathy Niiro for the elections of:

Approved unanimously.
