West Beach Road Association

A Special Meeting of the West Beach Road Association was held on July 28, 2019 at the Coupeville, WA Library to consider 2 proposed changes to the Association’s CC&Rs.

Present were Robert and Margaret Elphick - Proxy for Oman
Bill Hamburg - Proxy for Brix
Dave Steckman
Cathy Niiro
Bob Bush
Rudy Deck - Proxies for Patton, McElroy, Dalbey, Daggett, Nunn, Kruse, Muller, Holloway, Hunt, Finnegan.

This constituted a quorum (18/23) of the WBRA members.

The meeting was called to order by President Robert Elphick at 3:30 p.m..

The Minutes of the 12/2/18 Annual Meeting were summarized by President Elphick. A Motion was made by Margaret Elphick and Seconded by Cathy Niiro to approve the Minutes
The Motion was approved unanimously.

The proposal to amend CC&Rs XV - 1 (Permitted Uses) to add the requirement that any new home construction must also provide for garage space for a minimum of 2 cars and a maximum of 3 cars was deferred until the Annual meeting.

Further clarification of this Section pertaining to requirements for screening of second accessory buildings is required. A Motion to that effect was made by Rudy Deck and Seconded by Bill Hamburg.
The Motion was approved unanimously.

The proposal (attached) to amend CC&Rs XV-7 (Animals) to clarify voting procedures and definitions of animals was reviewed and discussed.

A motion was made to adopt this proposal by Cathy Niiro and Seconded by Bill Hamburg.
The Motion was approved by a vote of 17 yes and 1 no.
