West Beach Road AssociationSpecial Meeting Meeting - June 5, 2021 - June 15, 2021 (online)A Special Meeting of the WBRA Members was called by the WBRA Board of Directors on 6/5/21 (CC&Rs IV-4) to seek the Members’ approval to purchase and install an automatic generator for approximately $14,700 to power the WBRA water system during a power outage. This replaces the current manual small generator. This Special Meeting of the Members was conducted via email (CC&Rs VI-2) for approval of this major expenditure of approximately $14,700 (CC&Rs VII-1). Jim Patton had developed the following information: To date, one company, CK Electric in Coupeville, has furnished two bids (as requested by me).CK has done all of the electrical work at our pump house CK bid #1 (scaled to provide power just for our 1 HP booster pump and our 3 HP well pump) is $10,995 + tax $956 14kW Kohler RCA(L) propane generator, auto transfer switch, battery, installation, labor, and product registration Bid #1 is the preferred option and the WBRA board seeks member approval. CK bid #2 (scaled to provide enough power for all of our pumps – making it possible to fight a fire for at least 30 minutes) is $28,685 + tax $2,496. With either bid, CK will make certain that we can use our current 5.5 kW gasoline generator in the event that we run out of propane. Skagit Farmers Supply furnished a bid for two 120 gallon propane tanks, plus connections to a propane generator, including labor, of $2085 + tax $182. Filling the tanks will cost about $480. Aside from any further purchases of propane, there will be an annual charge of $200 - $300 to have a certified generator service company provide the inspection and upkeep of the propane generator required for the warrantee. As of June 1st, we have $7,633 in our Operations and Maintenance Account. We have $21,696 in our Recapitalization Account. Our O & M account balance moves up and down as King and PAE are paid monthly while water fees are billed quarterly. Our Recapitalization Account accrues $6,900 per year (23 members x $300 per year assessment). The Treasurer should pay this expenditure from these 2 accounts at her discretion.
