West Beach Road AssociationAnnual General MeetingThe Annual Meeting of the West Beach Road Association was held on february 15, 2025 at Coupeville Library Meeting Room 788 NW Alexander Street, Coupeville, WA 98239. Present were Lewis, Deck (Proxies for Bush, Daggett, Hughes, Gerritson) Hamburg, Hunt, Cybula, Shaw, Dalby, Brockman, Patton, Holloway, Rassaian, Finnegan, Gagne, and Niiro. The Meeting was Called to Order by President Cindy Lewis at Noon. The Secretary, Rudy Deck, reported a quorum of the members (18/23) were present or represented by Proxy. A reading of the Minutes of the 4/16/24 Annual Meeting was waived and then approved unanimously. President's Report (Cathy Niiro) President Cindy Lewis invited all members to introduce themselves. Report filings for the WA Secretary of State (tax exempt corporation), the WA Dept of Revenue (tax exemption for the pump house), and 2024 Federal Income Tax (no tax due) have all been completed. Treasurer's Report (Azin Rassaian) Treasurer Azin Rassaian reported that all finances are stable with no outstanding issues. 2024 Income and Expenses and the proposed 2025 Budget are attached. Finances are stable and no unusual or unexpected expenses were noted in 2024. All 2024 dues and assessments have been collected and all bills are paid. However, note that charges from NW Natural Water (King) will likely increase by approx 20% in 2025

The 2025 Proposed Budget was approved unanimously. Water Manager’s Report (Brian Hunt) Manganese levels in water are being addressed and are decreasing. Lines flushed, chlorine treated, storage tank cleaned, filters reset, extra samples for analysis taken last week. Cleaning and flushing will be conducted with increased frequency The control panel on the emergency generator needs replacement. Until then, manual restart is needed. The 40 year old (!) 5 hp pump from 1984 needs replacement for $2,600. A third propane tank for extended generator run time if ever needed in a catastrophy will be added for $1200. The big 1/5 year inspection by the WA Dept of Health is expected soon - all is in order, no issues expected. Jim Patton warned that excessive water consumption could possibly lead to salt water intrusion into our aquifer. Smart use of water and water conservation is good for ensuring our community water supply. In response to a question about an alternative to NW Water (King), Jim’s response is none is any better. Brian Hunt assures that King does the basic work to assure our water safe & in compliance, but lacks when responding to special needs because of staffing issues. They need to be prodded continually. The continuation of the water usage rate at $0.0092/gallon for 2025 was approved unanimously - unchanged for 5 years! Due to NW Water King rate and service charges increase, 2026 will likely see an increased rate. The continuation of the $75/quarter assessment for the Water Capitalization Fund was approved unanimously. Road Manager Report (Rudy Deck) Work on American Way was conducted by the new home builder as a courtesy to the WBRA. Additional courtesy layering of gravel is expected this year. Seacliff Lane will have crushed asphalt applied within the next month at a cost of approx $1,500. The Roads Maintenance assessment of $150, payable by 3/15/2025, was approved unanimously. ACC Chairman Report (Bill Hamburg) The potential buyer of the VanZytveld property will possibly conduct revisions to the house to be ADA compliant. These changes do not require ACC review. Board Election The following Members were elected by acclimation:
New Business Michell Cybula expressed concern about ongoing landscaping maintenance at the 2 Deseret/West Beach corners. The Hunts have been taking care of one, and the other is being cared for by the Gerritson’s renters property. The Members unanimously approved a proposal by Michelle Cybula that the Board of Directors be authorized to provide funds from the General or Road Funds for landscaping care on these 2 corners if they become unsightly. Patricia Finnegan expressed a problem with dog walkers not picking up their dog's waste. Adjourn The meeting was adjourned at 12:55 PM Rudy Deck, Secretary |
