At the 2016 Annual General meeting the road fees were adjusted to $150 per annum per property to enable WBRA to be able to resurface the black top roads in 25-30 years as well as continue to maintain the gravel roads.

Plans for Road Maintenance in 2014
At the September 3, 2013 Special Meeting, a Motion was made to repave the paved sections of Seacliff and Deseret. The Agenda for the meeting with proposal details and the Minutes of the meeting have both been posted on this website.
Kreig Construction agreed to perform the repaving. The work has been completed.
Long Term Road Maintenance - Details
At the West Beach Road Association's Mid-Year Meeting on October 25, 2003, the Membership unanimously approved a Motion re-affirming that the WBRA is obligated to fulfill its Purpose as stated in Article II, Section 3 of the CC&R's to maintain the (paved) private easement and to do so with a resurfacing overlay.
The WBRA's Road Manager at that time, John Williams, reported that the paved road portions of Deseret Dr and Seacliff Lane will need to be repaved within the next 7 years. He obtained an estimate from Lakeside Industries of $24,235 to do this job at costs at that time. Using this cost, he prepared a Road Overlay Order of Magnitude Estimate and (member) Assessment Calculation options for this road work being done 3, 5, or 7 years from now. Each Members annual assessment is specified for each option. This document is attached for your examination. A 4th option was to borrow the required monies, repave the road this year, and the Members pay back this loan over 5 years. This option has been deleted since the WBRA Officers are required to be the signers of, and ultimately responsible for, this loan, and they are reluctant to assume this potential liability.
Note that the cost estimates include an escalator for inflation, as well as credits for interest earned as Members assessments are collected and banked.
As a reminder, the road maintenance costs will be shared by 21WBRA property owners. The Buys were exempted from road fees as they cannot access our easements from their property.
Additionally, the 3 property owners on American Way who are not Members of the WBRA, yet still use our easements to access their properties (Linderman, Wray, and the new owners of Fr. ONeils property), have each voluntarily signed a Memorandum of Agreement saying that they each will contribute their fair share of road maintenance costs based on their prorated use of Deseret Dr (41% each).
Therefore, the total costs are split 22.23 ways.
The WBRA Board of Directors recommends that Members consider Option #2 (the 5 Year Plan) as the option of choice. Further, the Board recommends that the annual road maintenance assessment be rounded to $250/year for WBRA members and $100/year for the 3 non-WBRA properties for 5 years beginning in January 2005. The Directors consider this to be a fair assessment for all members, and will accumulate the monies required by the time the road needs repaving. This entire matter will be discussed and in all likelihood voted upon by the Members at the Annual Meeting on 17 April 2004. At the 17 April 2004 Annual Meeting, a Motion was made by Rudy Deck and Seconded by Nancy Fey to assess each WBRA member (except the Buys) $250/year for each of 5 years and seek $100/year for each of 5 years from Neilon, Wray, and Linderman to establish a fund in order to carry out repaving maintenance on the paved portions of Deseret Dr and Seacliff Ln. Payments will be due each January from 2005 to 2009. These monies will be held in the separate Road Savings Account until such maintenance is carried out. This Motion was approved by unanimous vote.
Upgrade to West Beach Road - Jim Patton has obtained some information on the upgrade to West Beach Road that will continue trough the summer of 2004.
